Texas Commercial Sign Permits & Compliance Guide

Quick answer

In Texas, each city sets its own sign rules, so what you need depends on where the sign will go. Most permanent commercial signs need a permit before installation, and the sign code usually covers size, height, lighting, placement and location. A professional sign company usually handles the process, from application to inspection. See our sign permits and approvals service.

Installing commercial business signs in Texas isn’t as simple as just designing and mounting them. Local regulations, permits and land use rules decide what you can do with your signage. Whether you’re a business owner, property manager, or developer, understanding these rules is crucial to avoid fines, delays, or forced removals.

At Jet Star Signs, we’ve helped countless Texas businesses navigate sign permits and compliance. In this guide, we’ll break down everything you need to know, from permit requirements to design restrictions, so your signage stays legal and effective.

Why Sign Permits & Compliance Matter

Commercial business signs are more than just branding; they’re regulated structures. Texas cities enforce sign codes to:
✔ Ensure public safety (preventing obstructed views or hazardous installations)
✔ Maintain aesthetic standards (avoiding visual clutter)
✔ Protect property values (preventing oversized or distracting signs)

Failing to comply can result in:

  • Hefty fines
  • Forced sign removal
  • Delays in opening your business

Working with an experienced sign company like Jet Star Signs ensures your signage meets all legal requirements.

Types of Commercial Business Signs Requiring Permits

Not all signs need permits, but most permanent commercial business signs do. Common examples include:

1. Monument & Pylon Signs

  • Freestanding ground signs at entrances
  • Typically require approval for height, size, and lighting

2. Channel Letter Signs

  • Illuminated letters mounted on buildings
  • Must comply with brightness and size restrictions

3. Awning & Canopy Signs

  • Signs on retractable or fixed awnings
  • Often regulated for projection distance from buildings

4. Digital & LED Signs

  • Dynamic message boards
  • Usually require special permits due to brightness and animation rules

5. Temporary Signs (Banners, Yard Signs)

  • Often allowed for short durations but with strict size limits

Key Texas Sign Regulations to Know

While rules vary by city, here are some common Texas sign regulations:

1. Size & Height Restrictions

  • Limits depend on the city and, in Houston, on the street the sign faces. A sign for a single business can be 8 feet tall on a local street and up to 42.5 feet on a freeway. Wall signs can cover up to 25 percent of the wall, for signs permitted after September 2009. Other cities set their own numbers, so check before you design. Our Houston sign permit guide has the full list.

2. Setback & Placement Rules

  • Placement rules differ by city. Some ask for a survey that shows where the sign sits.
  • A sign cannot block a driveway or a utility easement, or create a traffic hazard.
  • Corner lots may have stricter visibility clearance rules.

3. Lighting & Illumination

  • LED signs may face brightness caps (measured in nits).
  • Some cities ban flashing or moving lights near residential areas.

4. Land use and highway rules

  • Historic districts often have stricter design rules.
  • Highway-facing signs may require state (TxDOT) approval.

How to Get a Sign Permit in Texas

Step 1: Check Local Requirements

Each city (Houston, Dallas, Austin, etc.) has its own process. Visit your city’s planning department website or consult a sign permit expediter.

Step 2: Submit Your Application

You’ll typically need:

  • Site plans (showing sign location)
  • Sign design specs (dimensions, materials, lighting)
  • Property owner consent (if leasing)

Step 3: Pay Fees & Wait for Approval

  • Fees and review times depend on the city. In Houston the City lists a review time of 4 to 11 business days (read October 5, 2026), and Harris County lists plan review at 3 to 5 business days.
  • Ask the permit office for its current fee schedule before you budget.

💡 Pro Tip: Work with a sign company like Jet Star Signs; we handle permits for you!

Who issues the permit around Houston

We did not find a state permit for a business sign on its own property. The office that issues yours depends on where the site is. These are the offices for the Houston area.

  • City of Houston: Houston Permitting Center, Sign Administration, 832.394.8890. Only licensed sign contractors can apply. See our Houston sign code and permit guide.
  • Unincorporated Harris County (much of Cypress, Spring and the area northwest of Houston): Harris County Office of the County Engineer, Sign Permitting group, 713-274-3981. Plan review is listed at 3 to 5 business days, and signs over 30 feet need structural plans.
  • Fort Bend County, outside the cities: the county issues a sign permit only for signs visible from its toll roads. A sign within 660 feet of a toll road right of way is presumed visible.
  • Montgomery County, outside the cities: the county says it does not require a permit for signs (permitting FAQ). A monument that needs ground work can need a separate development permit. Call 936-539-7836 before you start.
  • Katy, Sugar Land, Pasadena and Tomball: each city runs its own permit office. Katy: Permit and Building Services, 281-391-4830. Sugar Land: Planning and Development Services, 281-275-2900. Pasadena: Planning Department, 713-475-5543. Tomball: Building Division, 281-290-1451.
  • The Woodlands: it is not a city. The Woodlands Township Covenant Administration (281-210-3800) reviews exterior signs before they are made, on top of any county or state rule.

Not sure which one applies? Send us the address and we will tell you before you spend anything on design.

Licenses and electrical work

Texas licenses electrical sign contractors through the Texas Department of Licensing and Regulation (TDLR). The license covers designing, making, installing, connecting and servicing electric signs. It requires a licensed master electrician on staff and liability insurance. Houston adds its own sign contractor license on top, and a lit sign needs a separate electrical permit in the city.

Signs near highways

Signs that face a state highway can fall under the Texas Department of Transportation’s commercial signs program, which has its own license and permit. Ask TxDOT before you design a tall sign near a highway.

Common Reasons Sign Permits Get Denied

Avoid these mistakes:
❌ Exceeding size/height limits
❌ Installing before approval (retroactive permits cost more)
❌ Ignoring neighborhood aesthetic rules
❌ Using prohibited materials (e.g., certain vinyls in historic areas)

  • Meets height limits while enhancing curb appeal.

3. Non-Illuminated Corten Steel Signs
